The Youth Education & Violence Prevention (YEVP) Hub is a unified, trauma-informed, and culturally responsive service model designed to equip youth, including multi-barriered youth, with the knowledge, skills, and confidence to build healthy relationships, navigate identity and power, and prevent violence before it begins. The Hub is grounded in ongoing partnership and learning with youth and community. We centre an approach by actively gathering feedback from youth and using it to continuously refine and evolve the program as needs change. The Hub extends beyond school-based classroom delivery by strengthening partnerships with neighbourhood houses, community centres, Foundry, youth programs, and other appropriate community-based settings, so diverse groups of young people can access learning opportunities where they are. Through these relationships, the Hub also supports the development and delivery of violence prevention programming in the community.
The YEVP Hub is led by a Program Manager who provides strategic direction, oversees program streams, and ensures consistent, high‑quality front‑line delivery across school and community settings. The Lead Facilitator works closely with Facilitators and Program Leaders (casual staff) to recruit participants, deliver curriculum, and maintain strong partnerships with schools and community organizations. Together, the team delivers adaptable programming for youth of varying ages and backgrounds, including multi-barriered youth, while offering a leadership and development pathway that equips emerging community leaders with facilitation skills and meaningful work experience.
Job Description
The YEVP Hub is led by a Program Manager who provides operational and strategic leadership across the Hub. Reporting to the Associate Director, Employment and Community Programs, the Program Manager oversees program streams and front-line service delivery to ensure services are consistently high-quality, trauma-informed, and aligned with YWCA BC values and strategic priorities. This includes ensuring programs are effectively staffed, meet funder deliverables, and remain responsive to youth with diverse backgrounds and needs.
In partnership with the Associate Director, the Program Manager is also responsible for proposing clear outcomes and intended impacts for the Hub, and for establishing how these will be measured. The role monitors progress against outcomes, uses data and feedback to support continuous improvement, and contributes to impact communication that strengthens funding alignment and partnership engagement.
The Program Manager is responsible for hiring and supervising staff, developing and maintaining procedures, monitoring budgets and resources, and leading program planning, implementation, and continuous improvement. The role supports proposal and curriculum development and works with partners and funders to coordinate delivery, mitigate risk, and ensure policies and processes are in place. This position is expected to be active in the community, meeting regularly with partners, building and sustaining relationships, and identifying opportunities to expand and strengthen violence prevention programming across community settings. In addition, the Program Manager actively brings forward new ideas, supports partnership development alongside the team and the AD, and may provide hands-on coverage when needed to maintain service continuity.
What you’ll be doing:
- Oversee the day-to-day operations for programs within the YEVP hub, including the Education, Community, Leadership streams, and other evolving programs.
- Lead the design, implementation, evaluation, and continuous evolution of the program to strengthen service quality and meet youth needs.
- Ensure programs consistently meet deliverables, outcomes, timelines, and quality standards required by funders and the organization.
- Implement cross-program practices and efficiencies as directed by the Associate Director.
- Provide direct supervision to front-line staff, including scheduling, coaching, performance management, accountability for deliverables, and staff development.
- Lead recruitment, onboarding, and ongoing staff straining to ensure service readiness.
- Provide hands-on front-line service delivery, including workshop facilitation, as required to maintain continuity during staffing gaps (for example: holidays, absences, sickness, or vacancies).
- Manage day-to-day budgets for hub programs, including tracking expenditures, monitoring variances, and ensuring compliance with funder requirements, including an outcome-based payment model.
- Oversee accurate program documentation, data entry practices, and reporting processes to support performance monitoring.
- Contribute operational input to funding proposals as needed (for example: program design, staffing plans, budgets, performance measures, and outcomes).
- Serve as the primary operational liaison with community partners, stakeholders, and funders for hub programs.
- Actively represent the program at community events and meetings, cultivating partnerships with youth service providers.
- Actively promote hub programs through outreach, presentations, and community engagement activities.
- Support organizational advocacy and stakeholder engagement opportunities as requested.
What you’ll need:
- Minimum 3-5 years of progressive experience managing program operations and teams working with working with diverse youth populations, including multi‑barriered youth, in community‑based services or related settings.
- Post-secondary education in a related field (such as social services, human services, community development, education, psychology, sociology, or similar), or an equivalent combination of education and experience.
- Strong understanding of trauma-informed practice, culturally inclusive education, and wrap-arround support principles.
- Demonstrated experience supervising staff, including hiring, onboarding, scheduling, coaching, and performance management.
- Experience managing budgets and financial monitoring.
- Demonstrated expertise in violence prevention programming, including the development, implementation, and evaluation of trauma-informed, youth-centered initiatives that promote healthy relationships, prevent gender-based violence, and foster safe, inclusive communities.
- Demonstrated experience facilitating groups of youth aged 12–30 from diverse backgrounds, including newcomer, multi-barriered‑barriered, and Indigenous youth.
- Proven relationship-building skills with community partners, stakeholders, and cross-functional internal teams.
- Strong communication skills, including the ability to support reporting, presentations, and stakeholder engagement.
- Confidence working with program data, outcomes tracking, and database/reporting systems.
- Ability and willingness to provide hands-on front-line coverage to maintain continuity during staffing gaps.
- A valid clear Criminal Record Check (vulnerable sector may be required depending on programming).

- Experience working in a hub-based operational structure.
- Lived experience relevant to the communities served.
- Access to reliable transportation and the ability to travel throughout Metro Vancouver.
- Current Emergency First Aid and CPR Certification.
